The site is located adjacent to the Fortescue River and has been inundated during flood events.

Due to high demand for temporary accommodation in Newman, the Shire of East Pilbara issued approval subject to an area being constructed as a public caravan park.

Key Considerations

  • Earthworks and flood protection structures to keep facilities above 100 Year Flood levels.
  • Negotiation with BHP Billiton for access to power and water supply.
  • Design and approval by Main Roads WA for an intersection with Great Northern Highway.
  • Design of services to accommodate future expansion.

Project Challenges

Flood Protection

Due to frequent inundation due to flooding of the adjacent Fortescue River, the hydraulics of the river and possible flood protection solutions were modelled. The final design included lifting buildings, critical facilities and access roads to above the 100 Year Flood level and accepting that the perimeter of the site would be inundated in major flood events.

Services

BHP Billiton own and operate the power supply and infrastructure in Newman, including a power feed to Newman Airport which passes the site. Discussions were held with BHPB and access to power was obtained. JDSi arranged modelling of the power network which indicated that there was adequate capacity for the initial 500 room development however any future expansion would require network reinforcement.

BHPB’s Raw Water ‘K’ Line passes in the vicinity of the site and discussions were held regarding access for treatment and use as potable water. Due to future water demands at the Newman Hub facility at Mount Whaleback there was a risk that water supply could not be guaranteed. Ultimately the decision was made to install a borefield on the site.

Road Access

Road access to the site is via Great Northern Highway which is under the care and control of Main Roads WA. The access point was on the inside of a curve and speed zoned 110km/h.

An intersection design was developed which included a slip lane, turning pocket and acceleration lanes. JDSi liaised with Main Roads to obtain design approval and development of a construction specification to meet their requirements.

During construction, JDSi closely managed the Contractor to ensure the approved Traffic Management Plan was adhered to and the works were constructed safely.
