JDSi’s role in the Town of Newman evolved over a period of seven years from an initial engagement by the Shire of East Pilbara for roadworks and service construction to our engagement by LandCorp as the Lead Consultant for the implementation of the Newman Town Square works.

Key Considerations

  • Working effectively with LandCorp, service authorities, local community and other Stakeholders.
  • Provision of engineering advice and due diligence.
  • Development of project specifications suited to North West Conditions.
  • Identification of servicing constraints.

Project Challenges

As-Constructed & Design Capacity Information

As documentation and technical information for existing infrastructure was scarce, in depth planning and analysis was required by JDSi, in consultation with relevant service authorities, to ensure accurate locations of existing services were known prior to completing design work. This early work ensured proposed services could be installed with confidence and minimised the impact to construction times and costs associated with unknown services.

Drainage

Existing flood routes across private property were becoming increasingly difficult to maintain. A detailed drainage study was undertaken to determine flood level limits and development site levels to assess expansion.

Water Corporation License Areas

Growth areas extended outside the current water and wastewater license boundaries which required an amendment for approval by the appropriate authorities. JDSi took the lead role on the extensive authority negotiations required to ensure the long term development of Newman.

Power

The Town Centre had some transformer sites and HV feeds that needed relocating under the current Town Centre planning. The age and lack of as-constructed records of these assets made this process difficult and expensive. JDSi managed the process of the progressive infrastructure upgrades associated with electricity generation and distribution across the wider town site area, whilst minimising abortive works and overall costs.

Tight Timeframes

Due to political requirements, the timeframe to deliver the first stage of works was extremely tight, JDSi ensured that the target dates were met by being proactive and taking the lead role in the delivery of the works. Other measures were implemented including early procurement of long lead time items and having early contractor involvement.
